Dr. Hadi bin Ali Alyami is the Founder and Chairman of the Arab Center for Law and Chairman of Adelons, the Center’s international practice and cross-border advisory arm. He is a Saudi-licensed lawyer with over 30 years of experience across legal advisory, legislative development, governance, human rights, and public policy. He has been licensed to practise law in the Kingdom of Saudi Arabia since 1994.
Through Adelons, Dr. Alyami provides senior strategic oversight on complex disputes, international arbitration-related matters, cross-border commercial issues, and regulatory matters. His work focuses on regulatory strategy, institutional governance, and public international law, particularly in matters requiring alignment between legal, governmental, and policy considerations.
As Founder and Chairman of the Arab Center for Law, Dr. Alyami provides strategic direction and senior legal counsel on legal, regulatory, and policy matters, including the development of legislative and institutional frameworks.
He previously served as a Member of the Saudi Shura Council for two consecutive terms, the Seventh and Eighth sessions. During his tenure, he chaired the Human Rights and Oversight Bodies Committee and contributed to legislative review processes and the development of legal frameworks aligned with national priorities and international standards.
Throughout his career, Dr. Alyami has participated in international forums, including engagements with the United Nations in Geneva, on matters relating to legal reform, human rights, governance, and international cooperation.

Talal Al Qaisy is Co-Founder of Adelons, the international practice and cross-border advisory arm of the Arab Center for Law. He supports the development of the practice’s international relationships and assists clients on cross-border legal, commercial, and strategic matters involving the Middle East and international markets.
Through Adelons, Talal works with senior lawyers, international legal advisors, and sector specialists to support clients on matters involving investment, transactions, commercial relationships, and multi-jurisdictional coordination.
His work focuses on connecting clients with the appropriate legal and advisory resources across relevant jurisdictions, helping ensure that international matters are handled with a clear understanding of business objectives, regulatory context, and local market considerations.
Talal also contributes to the growth of Adelons’ international platform by supporting client development, strategic partnerships, and coordination with foreign-qualified professionals and external counsel where appropriate.
As part of the Arab Center for Law’s international practice, Talal helps position Adelons as a responsive platform for clients seeking Saudi legal expertise combined with international perspective and cross-border execution.

International Legal Advisor | Assistant Professor of Financial Law | Cross-Border Investment, Taxation and Regulatory Governance
Dr. Naif Hadi Alyami is an international legal advisor and Assistant Professor of Financial Law, specialising in financial law, foreign investment, taxation, regulatory governance, and public policy. His work focuses on matters at the intersection of law, finance, investment, and institutional regulation.
Dr. Alyami combines academic expertise with practical advisory experience to support governments, institutions, and private sector clients on complex regulatory, transactional, and policy-related matters. His work is closely aligned with the objectives of Saudi Vision 2030, particularly in relation to improving investment frameworks, strengthening governance standards, and developing regulatory environments that support economic growth.
He has held academic leadership roles, including serving as Vice Dean for Academic Affairs at the College of Law and Economics. He has also provided legal and regulatory advisory support to governmental bodies, including the Ministry of Environment, Water and Agriculture and the Ministry of Education.
Through Adelons, the international practice and cross-border advisory arm of the Arab Center for Law, Dr. Alyami plays a key role in developing international partnerships and supporting legal and institutional cooperation between Saudi Arabia, the Middle East, Europe, China, and other global markets.
His advisory focus includes foreign investment, financial regulation, tax policy, cross-border structuring, institutional governance, and strategic legal cooperation.

Co-Founder, Adelons International Practice | Transactional Lawyer | Corporate, M&A and Cross-Border Investments
Alessio Chirumbolo is Co-Founder of Adelons, the international practice and cross-border advisory arm of the Arab Center for Law. He is a transactional lawyer qualified in New York, Italy, and Spain, with extensive experience advising on complex cross-border transactions and international investments.
Through Adelons, Mr. Chirumbolo advises on mergers and acquisitions, private equity and venture capital transactions, joint ventures, and cross-border structuring across the full transaction lifecycle, including structuring, negotiation, execution, and post-transaction advisory.
Mr. Chirumbolo has over 20 years of international experience across Europe, the United States, the United Arab Emirates, and China, with particular depth in cross-border M&A, foreign direct investment, and inbound and outbound investment structuring in the China market.
His experience spans financial services, real estate, energy, infrastructure, technology, artificial intelligence, fintech, blockchain, and digital assets. He has held positions with leading international law firms, including Dentons and Curtis, Mallet-Prevost, Colt & Mosle.
He also previously served as Managing Director of Investment Banking and Asset Management at HNA, a former Fortune Global 500 conglomerate, where he was involved in cross-border investment and acquisition transactions across multiple jurisdictions.
Mr. Chirumbolo also serves as Legal Counsel to Confindustria Central Asia and Caucasus, supporting international investment and industrial cooperation initiatives between Italian businesses and global markets.
